Canada establishes foundation for critical minerals stockpiling

Canada has taken a major policy step to safeguard its national security and strengthen allied supply chains, with the government formally designating critical minerals as essential to Canadian defence and national interests.

Energy and Natural Resources Minister Tim Hodgson on Friday announced the designation, which establishes the foundation for a Canadian defence stockpiling regime and participation in multilateral efforts among allies.

“Today, we are announcing that the government of Canada has issued an order in council under the Defence Production Act officially designating critical minerals as essential to Canadian defence and national interests. This enables Canada to launch our own defence stockpiling regime and to support multilateral stockpiling efforts,” said Hodgson at the closing press conference of the G7 Energy and Environment Ministers’ meeting in Toronto.

“These measures will strengthen our capabilities in strategic sectors and contribute to NATO and defence spending commitments. By protecting domestic production under volatile global conditions, we ensure a secure supply of critical minerals to Canadian and allied defence industries.”

The move underscores Canada’s growing emphasis on economic and supply chain security as global competition intensifies for resources such as rare earth elements.

"While Canada's Critical Minerals Strategy has been in place since 2022, this announcement marks the most significant step in advancing that strategy," said Mining Association of Canada president and CEO Pierre Gratton. "These measures will help bring Canada's vast critical mineral resources to diversified global markets, reduce overreliance on China, and strengthen our shared security and prosperity. Canada's mining sector stands ready to do its part for our country and our allies."
