Electra launches early works at cobalt refinery to prepare for construction restart

Nasdaq- and TSX-V-listed Electra Battery Materials has launched an early works programme at its cobalt refinery in Ontario, aiming to accelerate preparations for the resumption of full-scale construction.

The initiative, budgeted at C$750 000, will focus on site-level activities with an emphasis on the solvent extraction (SX) area – a core component of the company’s hydrometallurgical refining circuit. Electra said the work marks a key step in transitioning the site back to construction readiness, following a temporary pause last year.

“The early works programme represents a critical step in transitioning the refinery site back to construction mode,” said Electra VP for projects Mark Trevisiol. “By focusing on key infrastructure, particularly in the SX area, we are ensuring the site is ready for a seamless ramp-up as soon as full funding is in place.”

Scheduled work includes relocation and installation of SX processing equipment, pouring of reinforced concrete bases for SX tanks, and structural roofing on the SX building. Tender preparation and engineering support will also proceed alongside physical construction.

The early works follow a C$200 000 investment earlier this year in power, lighting and septic systems, as well as the delivery and installation of a prefabricated electrical house.

“This project reflects our disciplined approach to advancing the refinery project,” said CFO Marty Rendall. “The early works programme enables us to build critical infrastructure and maintain project momentum while we work to finalise the remaining elements of our funding package.”

Electra’s cobalt refinery, located north of Toronto, is the only facility in North America designed to produce battery-grade cobalt sulphate at commercial scale. It plays a strategic role in reshoring critical minerals processing and is supported by both the Canadian and US governments.

The US Department of Defense awarded Electra $20-million in 2024 under the Defense Production Act to support the project. Canada’s Strategic Innovation Fund has also contributed to the refinery’s development.

“Our early works programme is a clear signal: Electra is not standing still,” said CEO Trent Mell. “The early works programme lays the physical and operational groundwork to accelerate into full construction. We are confident in our project and its strategic importance. Preparing for the final leg of construction is a reaffirmation of our commitment to delivering North America’s only battery-grade cobalt refinery.”

Electra is continuing to work on securing the final tranche of financing needed to complete the refinery and bring it into full commercial production. The company said it remains confident it can finalise the required funding, given the progress already made and government backing.
