Project Owner/s
Saudi Arabian mining company Maaden signed a binding term sheet with rare earth materials and magnetics producer MP Materials Corp, supported by the US Department of War (DoW) in November 2025. Under the agreement, MP Materials and the DoW (through a joint venture) will hold a proposed equity position of 49%, with Maaden holding 51%.

Project Description
The proposed project is designed as a central hub for the processing, refining and separation of rare-earth elements. It will handle rare-earth feedstock from Saudi Arabia and elsewhere, producing significant quantities of light and heavy rare-earth oxides. These products will support US and Saudi manufacturing and defence sectors, and be sold to allied nations, building on MP Materials’ multibillion-dollar public–private partnership with the DoW announced in July 2025.
