Historic Kleinzee Handover: Nama Khoi Local Municipality and De Beers Finalize Landmark Agreement

The Nama Khoi Local Municipality (NKLM) and De Beers Consolidated Mines Proprietary Limited (DBCM) have successfully concluded the transfer of municipal responsibilities for Kleinzee from DBCM to NKLM, marking a significant milestone in regional development and public-private collaboration.

This milestone represents the culmination of detailed and considered engagements and strategic planning between NKLM and DBCM. Valued at R270 million, this transition ensures sustainable service delivery, economic development, and improved infrastructure for the broader Nama Khoi community.

Moses Madondo, CEO of De Beers Group Managed Operations, emphasized the company’s commitment to responsible transitions: “The handover of the town services was conducted responsibly and with care, reflecting our values as a company. We are confident that the Nama Khoi Local Municipality will build on the strong foundation laid, fostering growth and prosperity for the region.”

Former NKLM Mayor Dr. Gustav Bock, who played a pivotal role in delivering the agreement, highlighted the significance of the handover: “This agreement is not just about a municipal transfer; it represents a long-term investment in the Nama Khoi people, ensuring sustainable growth and improved service delivery.”

To ease residents into municipal service structures, NKLM has introduced financial support measures, including temporary property tax rebates and free basic services for qualifying households until mid-2025.

Councillor Rodney Kritzinger, the current Mayor of NKLM, reaffirmed the municipality’s commitment to responsible financial management: “This agreement allows us to invest in essential services and economic initiatives that benefit all Nama Khoi residents, fostering a stronger and more resilient community.”
