Quebec-based rare earth development company Torngat Metals.

Project Description
The project is unique, owing to its significant quantities of light and heavy rare earths, particularly dysprosium and terbium, which are essential to permanent magnets and low-carbon solutions. 
Five to 13-million tonnes of material are expected to be extracted quarterly over a more than 30-year mine life.

A key component of the project is the construction of a state-of-the-art facility for separating rare-earth elements from the concentrate transported from the mine site in Sept-Îles. An estimated 
15 000 t/y of rare earths mixture is expected to be produced. 

The concentration plant is expected to reduce the volume of materials transported to the separation plant.

Potential Job Creation
During construction, about 1 000 jobs are expected to be created. Once in operation, the mine site will employ about 130 employees, with recruitment geared towards indigenous communities in Quebec and Labrador.

Net Present Value/Internal Rate of Return
To be determined.

Capital Expenditure
In June 2025, Torngat Metals signed a C$110-million bridge loan facility agreement with Export Development Canada, and a loan commitment of up to C$55-million from the Canada Infrastructure Bank, to support the next phase of its Strange Lake project.

Planned Start/End Date
Torngat Metals expects to complete the prefeasibility and feasibility studies by the end of 2025, with production targeted to start in 2028.
