Canadian metals miner Teck Resources on Wednesday sanctioned the construction of a major life extension project at its Highland Valley Copper (HVC) mine in British Columbia, securing the operation’s future through 2046 and reinforcing the miner’s long-term copper growth strategy.

The HVC Mine Life Extension (HVC MLE) is poised to become the largest critical minerals investment in British Columbia’s history, with capital costs estimated between $2.1-billion and $2.4-billion.

The project is expected to maintain about 1 500 direct jobs and generate C$500-million in yearly GDP during operations, while adding another 2 900 jobs and C$435-million in GDP during the construction phase.

“This extension of Canada’s largest copper mine, Highland Valley Copper, is foundational to our strategy to double copper production by the end of the decade,” said Teck CEO Jonathan Price. “Given the strong demand for copper as an energy transition metal, the HVC MLE will generate a robust internal rate of return and secure access to this critical mineral for the next two decades. The project will strengthen Canada’s critical minerals sector, generate new economic activity, and support the continuation of the jobs and community benefits that HVC generates for many more years to come.”

Construction is expected to begin in August following the receipt of the environmental assessment certificate and permits in June. Engineering is nearly 70% complete, with contracting and procurement already well advanced. The capital estimate reflects prevailing construction risks, inflation, potential tariffs, and early procurement of key mobile equipment, Teck said.

The extension will support average copper production of 132 000 t/y and will involve a multi-phase mining sequence across the Valley, Lornex, Bethlehem, and Highmont pits. Ore throughput is expected to remain steady at about 50-million tonnes a year, while total material movement will vary by phase, peaking during the 2028 to 2033 period at around 200-million tonnes a year.

“We look forward to continuing to work collaboratively with Indigenous governments, local communities and stakeholders to responsibly secure the long-term future of HVC,” added Price.

The project has drawn strong support from provincial and federal officials, as well as Indigenous leaders and local stakeholders.

“We promised British Columbians we would move big projects forward faster to counter the threats we face. This multibillion-dollar project represents 2 900 new jobs and a $500-million increase to GDP,” said British Columbia Premier David Eby. “It’s just one example of how British Columbia can drive our country’s economy forward even in challenging times. Congratulations to everyone involved - let’s keep going!”

Christine Walkem, chairperson of the Citxw Nlaka’pamux Assembly’s board of directors and chief of the Cook's Ferry Indian Band, called the project “a defining moment – not just for industry, but for the 8 Participating Bands of the CNA.”

"Our communities are not bystanders to development – we are decision-makers. We are forging a new path with Industry and the Crown for how major projects unfold in our territory: grounded in respect, guided by our values, and focused on long-term benefit for our people.”

Chief Matt Pasco, chair of the Nlaka’pamux Nation Tribal Council, added: “With Teck, we are demonstrating that mining can align with Nlaka’pamux jurisdiction, advancing both responsible stewardship and a resilient economy for our people.”

The mine life extension fits within Teck’s broader ambition to double copper output by the end of the decade, aligning with the growing demand for copper in clean energy, electrification, and infrastructure.

"By extending the life of Canada's largest copper mine, we are strengthening our critical minerals sector here at home and becoming the international supplier of choice when it comes to critical metals and minerals," said Canada’s Minister of Energy and Natural Resources Tim Hodgson.

Union and local government representatives also welcomed the news.

“The expansion is wonderful news for the employees at Teck HVC,” said Kyle Wolff, president of USW Local 7619. “This secures good employment for more than 1 500 workers in a great place to live. Investment into safer systems will ensure that we continue to put worker safety at the top of all our agendas.”

Robin Smith, mayor of Logan Lake, said the extension was about more than economics. “It’s about legacy, continuity, and a shared vision for generations to come.”
